Crisp-skinned Mediterranean red mullet served over a velvety saffron and globe artichoke mousseline, finished with a delicate citrus-infused bouillabaisse reduction and crispy caper blossoms.
Prepare the mousseline: In a heavy saucepan, sweat half the shallots in 15g butter over low heat until translucent. Add sliced artichoke hearts, bloomed saffron water, and cream. Simmer gently until artichokes are tender, about 15 minutes. Puree in a high-speed blender until silky, season with sea salt, and pass through a fine chinois. Keep warm.
Prepare the citrus bouillabaisse nage: In a separate pan, heat 15ml olive oil over medium heat. SautΓ© remaining shallots, shaved fennel, and garlic for 3 minutes without color. Deglaze with dry white wine and reduce by half. Add fish fumet and orange peel; simmer gently for 12 minutes. Strain through a fine sieve, return the liquid to low heat, and vigorously mount with 45g chilled butter to create a glossy emulsion.
Crisp the capers: Heat 15ml olive oil in a small pan over medium-high heat. Fry rinsed capers for 90 seconds until they blossom and become crisp. Drain immediately on paper towels.
Cook the fish: Season red mullet fillets with fleur de sel. Heat remaining 15ml olive oil and 20g butter in a non-stick pan over medium-high heat until foaming. Place fillets skin-side down, gently pressing with a fish spatula for 10 seconds to maintain flat skin contact. Sear for 2 minutes until skin is golden and shatteringly crisp, turn off the heat, flip, and let residual heat finish the flesh side for 30 seconds.
Assemble: Spoon a velvety quenelle or circle of saffron-artichoke mousseline into warmed shallow bowls. Place the seared red mullet fillet skin-side up over the puree. Froth the citrus bouillabaisse nage with an immersion blender and spoon around the base. Garnish with crisp capers and bronze fennel fronds.
