Prepare the sunchoke mousseline: In a heavy saucepan, simmer the sliced sunchokes in whole milk, heavy cream, and a pinch of salt over low heat until completely tender, about 20 minutes. Drain, reserving the cooking liquid. Transfer hot sunchokes to a high-speed blender, add 30g of cold butter, and blend until mirror-smooth, adjusting texture with splashes of the reserved cream-milk liquid. Season with white pepper, pass through a fine tamis sieve, and keep warm.

Braise the leeks: Place the baby leek hearts in a shallow pan with 50ml of fish fumet, 20g of butter, and a pinch of fleur de sel. Cover with a cartouche (parchment paper lid) and simmer gently until fondant-tender and the liquid has glazed the leeks (approximately 10–12 minutes). Keep warm.

Create the Champagne emulsion base: In a small copper saucier, combine the minced shallot, Brut Champagne, and remaining 50ml of fish fumet. Reduce over medium heat until approximately 2 tablespoons of concentrated liquid remain. Strain out the shallots through a fine chinois, pressing gently, and return the reduction to low heat.

Emulsify the sauce: Whisk the remaining 100g of ice-cold cubed cultured butter into the warm Champagne reduction one piece at a time over very low heat until a glossy, velvety beurre blanc forms. Season delicately with a squeeze of fresh lemon juice and sea salt. Aerate with an immersion blender just before plating to create a delicate foam. Gently fold in half of the Ossetra caviar immediately prior to saucing.

Cook the turbot: Season turbot portions with fleur de sel. Heat clarified butter in a thick-bottomed stainless steel pan over medium-high heat. Place the fillets flat-side down and sear without moving for 3 minutes to develop a delicate, golden crust. Reduce heat to low, add a knob of butter and fresh thyme, flip gently, and baste continuously ('arrosé') for 2 minutes until internal core temperature reaches 48°C (118°F). Transfer to a warm rest plate for 2 minutes to allow carryover cooking to reach a translucent 52°C (125°F).

Plating: Spoon a swipe of warm sunchoke mousseline onto the center of four warm porcelain plates. Arrange two braised leek hearts alongside. Place a rested turbot fillet proudly over the leeks. Spoon the frothy Champagne emulsion generously around the fish. Crown each fillet with a generous quenelle of the remaining Royal Ossetra caviar and garnish with delicate sprigs of chervil and sea fennel.
