Steep saffron threads in 2 tablespoons of warm water for 15 minutes to bloom the color and flavor full-spectrum.

In a heavy-bottomed saucepan, heat 1 tablespoon of olive oil over medium-low heat. Add sliced fennel bulb and a pinch of salt. Sweat gently without browning for 10 minutes until completely translucent.

Deglaze the fennel with white wine and reduce by half. Add the bloomed saffron mixture and 50ml water. Simmer for 5 minutes until fennel is melt-in-your-mouth tender.

Transfer fennel mixture to a high-speed blender. Emulsify with 30g of cold butter until ultra-smooth and velvety. Pass through a fine chinois strainer, adjust seasoning, and keep warm.

For the confit tomatoes, place cherry tomatoes in a small ovenproof dish with smashed garlic, thyme sprigs, and cover halfway with extra virgin olive oil. Confit at 120°C (250°F) for 25 minutes until soft and blistered.

Combine diced Castelvetrano olives, Kalamata olives, preserved lemon, capers, remaining extra virgin olive oil, and chopped fennel fronds in a small bowl to create the tapenade emulsion. Season lightly.

Score the skin of the sea bass fillets delicately in a crosshatch pattern. Pat thoroughly dry with paper towels and season the skin side generously with fine sea salt.

Heat a stainless steel skillet over high heat until smoking. Add 1 tablespoon of oil. Place fish skin-side down, using a fish spatula to press firmly for 10 seconds to prevent curling.

Sear skin-side down for 3-4 minutes until golden and intensely crisp. Flip, add remaining 30g butter to the pan, and baste the flesh side for 1 minute until just cooked through. Remove and rest on paper towels.

To plate: Spoon a generous swoosh of warm Saffron-Fennel Puree across warmed modern porcelain plates. Place one sea bass fillet centrally over the puree, skin-side up. Arrange blistered confit tomatoes beside it, spoon the olive-herb emulsion around the plate perimeter, and garnish with delicate reserved fennel fronds and Fleur de Sel.
